Lockdown 4.0, What’s open, and What’s not in all the states? Check here for the highlights.

India has entered the fourth phase of lockdown today. And several relaxations have been allowed by the Center, more than those given in the third phase. The relaxations have been the result of the demands and expectations of States along with the suggestions by officials. The zones will be delined by the respective states and Union Territories.

West Bengal: Private offices, even those inside shopping malls, can work with up to 50 per cent of staff. Inter-district buses will be allowed from May 21. Auto-rickshaws can operate from May 27 with 2 people. Beauty parlours and salons can open but all equipment must be sanitized.

Delhi: Restaurants for home delivery. Auto with 1 passenger. Maxi cab with 5 passengers. Taxi and cabs with two passengers. Sports complex allowed- without spectators.

Gramin Sewa/Phat Sewa. RTV with 11 passengers. Buses will be allowed but with not more than 20 passengers. All private and government offices are going to be opened with all their staff. Stand-alone shops in markets and residential complex are going to be opened. All industries will be allowed.

All construction services are going to be allowed – with workers in Delhi. No outside labourers allowed. Marriage is allowed with not more than 50 guestsAuto-rickshaws, e-rickshaws, and cycle-rickshaws will be allowed but only with 1 passenger. Two-wheelers, pillion rider will not be allowed. Markets can open but shops will open on an odd-even basis.

Karnataka: Buses of all the four state transport corporations to operate, except in red and containment zones, from tomorrow. Private buses have also been permitted to run their services. Only 30 people would be allowed to travel on the buses and wearing face masks and maintaining physical distancing is mandatory. Bus fares would not be increased.

Inter-state transport wouldn’t be allowed, except in emergency cases. Auto and taxis are also given a green signal to get on to roads, but there should be only three passengers, including the driving force. In maxi-cabs, the utmost number should be four passengers, including the driver. Trains can operate within the State but not interstate services till May 31.

Saloons can also open. Parks are allowed to open from 7 am to 9 am and from 5 pm to 7 pm. Except for shopping malls and cinema halls, all shops can open. Night curfew would continue from 7 pm to 7 am. There would be a complete lockdown on Sundays. The entry of people from Gujarat, Maharashtra, Kerala, and Tamil Nadu till May 31 is allowed.

Gujarat: Gujarat will make guidelines according to the containment zone and non-containment zone. Tomorrow District Collectors, Municipal commissioners will make an inventory of those zones.

Several activities continue to be prohibited in Lockdown 4.0. These are

  • all domestic and international aviation of passengers, apart from domestic medical services, domestic air ambulance and for security purposes or purposes as permitted by MHA;
  • metro rail services;
  • running of faculties, colleges, educational and training/coaching institutions;
  • hotels, restaurants, and other hospitality services, apart from the running of canteens in bus depots, railway stations, and airports;
  • places of huge public gatherings like cinemas, shopping malls, gymnasiums entertainment parks, etc.;
  • social, political, cultural and similar gatherings and other large congregations; and, access to religious places/places of worship for the public.

Some state Governments are yet to declare the guidelines regarding relaxations.
